Summary of Responsibilities

The Deputy Engineering Manager is responsible for the planning, organization, and execution of all site engineering support functions for the Design, Systems, Project, Acceptance and IS/Doc Control teams. Responsible for ensuring all engineering tasks are executed in a safe, efficient, and effective manner while also contributing to the strategic direction of the company. Responsible for providing leadership and management for the on-going development and professional growth of the engineering teams to increase depth of support to the site and to encourage internal growth of employees. Management and leadership responsibilities include establishment of department and individual goals and objectives, monitoring organizational performance, and managing budgets. Interface with site leadership to ensure all policies and procedures are being adhered to. Develop and manage meaningful KPIs to display performance of all engineering teams and impact on site. Periodically review training requirements for the team and suggest changes as needed.

Education and Experience

Minimum Qualifications
  • Bachelor’s degree in an engineering or scientific field from an accredited college or university.
  • Ten (10) plus years of experience in an engineering environment; of which at least three (3) years include previous leadership experience.
  • Experience in managing projects/plants.
  • Strong track record of communicating, interfacing and influencing at management levels.
  • Background in a regulated industry, for example energy, chemicals or pharmaceuticals, preferably in an international setting.
Preferred Qualifications
  • Ten (15) plus years of experience in an engineering environment; of which at least five (5) years include previous leadership experience.
  • Excellent communication skills with ability to communicate and influence at all levels of the organization and to liaise with stakeholders to understand requirements and provide solutions.
  • Excellent conflict resolution skills.
  • Project management skills to support selection and deployment of resources.
  • Significant related demonstrable experience in establishing design engineering policies, strategies and standards which comply with statutory and company codes and regulations, including safety through engineering design.
  • Familiarity with engineering standards/specification and requirements in a highly regulated environment, including Safety Cases.
  • Knowledge and understanding of engineering regulations.
Job Details
  • Work Location: Eunice, NM
  • Work Schedule: 9/80 professional work schedule
  • Travel Required: 20% of the time or less as required.
  • Security Clearance Requirement: CAA Access and a L or Q level security clearance.
  • Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.

Primary Functions

Performs day-to-day oversight of the Engineering Department in Eunice, NM, including:

  • System Engineering
  • Design Engineering
  • Acceptance Engineering
  • Engineering Project Delivery
  • Information Services

Maintains overall responsibility for support of the plant to ensure it is operated in a safe and efficient manner by:

  • Operational management of a multi-discipline team of System Engineers.
  • Hiring, training and evaluating a highly technical staff in Systems Engineering.
  • Reviewing and approving System Engineering procedures to certify compliance with regulations and manufacturer requirements.
  • Reinforcing behaviors, actions, and policies that support Engineering requirements and System Engineering operating procedures.

Maintains overall responsibility for development and design of modifications in support of Project implementation:

  • Operational management of a multi-discipline team of Design Engineers.
  • Deliver Conceptual and Basic design for production assets according to customer specifications.
  • Ensure plant designs will meet license requirements, highest safety standards, customer specifications, operational flexibility and product integrity.
  • Manages Design and Engineering Services to Site Projects. Additionally, interface with Group design authority as well as customer requirements and Site License conditions.
  • Ensure advanced plant designs comprise safety features based on best industrial practice and lessons learned from other nuclear counterparts.

Maintains overall responsibility for the support of project implementation on site:

  • Provide engineering design and specification support for new projects.
  • Provide work force planning needs to implement engineering designs into overall project needs.
  • Provide field engineering support during installation and start-up to ensure project success.
  • Validate field installation to design specifications and document.
  • Provide support to incorporate all design changes into our approved system through IS/Document control.
  • Provide guidance on project acceptance and closures.
  • Functional Area budget, which includes procurement and expense report approvals.

Assists company leadership and senior staff members with:

  • Development of long-range and short-range plans, policies, programs and objectives.
  • Establishing production goals for the site.
  • Development and implementation of site key performance indicators.
  • Development and implementation of strategic changes.

Works collaboratively with senior management and cross functional teams to:

  • Establish and implement the conduct of operations.
  • Meet organizational goals including, but not limited to, production and safety targets.
  • Plan and accomplish strategic site projects.
  • Reinforce and support the company's mission, vision, and values.

Serves as active member of the following teams:

  • Project Review Committee
  • Plant Health Committee

Works at the Urenco Group level to lead initiatives that:

  • Ensure best practices and OE are shared across sites.
  • Ensure risk is mitigated regarding protection of the asset.
  • Ensure group standards are developed and implemented.
  • Ensure an appropriate safety culture and consciousness is maintained through application of sound management principles.

Ensure the health and safety for general public and the facility staff from radiation and chemical exposure and other consequences of an accident at the facility.

  • Excellent interpersonal and communication skills. Ability to communicate throughout the organization including making presentations and communicating with executive management.
  • Knowledge of and advocate for a rigorous operator training and development process.
  • Demonstrated support and advocacy for company programs and policies.
  • Oversee day-to-day management of production and site priorities including safety, cost, and schedule.
  • Establish operational standards for cost control, waste reduction, quality, safety, and complete on-time delivery.
  • Ensure adequate level of staffing and capability is maintained to the production division’s functional requirements. Ensure applicable personnel, including suppliers, acquire and maintain security clearances commensurate with assigned function.
  • Recommends and implements strategic changes in the manufacturing and operations strategy.
  • Provides leadership for problem resolution to facilitate faster improvements and improved working relationships.
  • Oversee shift operations budget to ensure compliance with organizational expenditure requirements.
  • Ensures compliance with state and federal regulations.
  • Conduct regular and timely staff meetings to communicate relevant information to management and employees.
  • Represent URENCO USA in front of external regulatory agencies and community organizations as needed.
  • Support ERO as required.
  • Oversee site activities to ensure compliance with the conditions of the license, regulations, programmatic requirements.

Compensation starting at: $154002 - $197438 / year and up dependent on candidate.
